SENIOR ADVISOR- PRI IMPACT MONITORING & CAPACITY BUILDING

OVERVIEW


Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH – has been active in India on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). To address India’s development priorities of sustainable and inclusive growth, GTZ’s joint efforts with the partners in India currently focus on three priority sectors: Energy, Environmental Policy, conservation and sustainable use of natural resources and Sustainable Economic Development. GTZ has been working on two of its biggest Technical Cooperation projects with the Govt. of Himachal Pradesh, namely:
• Strengthening Local Administration for Rural Drinking Water and Minor Irrigation in Himachal Pradesh: started in 2005, with the Department of Irrigation and Public Health, Government. of Himachal Pradesh.
• Capacity Building of Panchayati Raj Institutions (PRI) in Himachal Pradesh: started in 2007, with the Department of Panchayati Raj, Government of Himachal Pradesh.

RESPONSIBILITIES FOR THE POSITION:
• Development and execution of measures to strengthen capacity development systems and institutions of the Government of Himachal Pradesh (GoHP) in the field of decentralized drinking water supply, PRI & decentralization within the mandate and scope of the project.
• Development and coordination of the project’s impact monitoring system to ensure internalization of project interventions and sustainability of the project approach.
• Provide professional advice and input to support capacity development measures under other projects which are part of the Indo-German Natural Resources Management- Programme where required.
• Innovation and knowledge management in the field of capacity development and impact monitoring as well as transmission of innovations and best practices to a wide range of programmes, organisation and persons.
• Assess existing GoHP and departmental systems for identifying training and capacity building needs, and the existing delivery system to meet such needs.
• Information and Knowledge Management, Networking and Cooperation

TASKS:

Professional Advising and Consulting
• Providing professional advice on existing and needed systems for developing capacity of relevant stakeholders in the fields of decentralized rural drinking water, PRI and decentralization.
• Assessment of existing GoHP and departmental systems for identifying training and capacity building needs, and the existing delivery system to meet such needs
• Advise on and assistance in executing measures to improve the capacity of GoHP and other service providers to assess usefulness and impact of the community development measures delivered by them

Improvement in the project impact monitoring system
• Develop indicators for impact assessment of capacity building measures
• Organise procedures for the programme’s feedback system; control and facilitate improvement processes.

Knowledge Management
• Monitor national and international trends in the field of capacity development approaches and processes (covering e.g. organizational structures, business models, information and knowledge management, certification procedures) especially with respect to the project’s field of work.
• Contribute to GTZ knowledge management, in particular sector networks and product (service package) development

Networking and Cooperation
• Develop an understanding of GTZ’s ‘Capacity Works’ approach and determine applicability to cooperate with GoHP
• Support the preparation of policy briefs on capacity development for decentralized drinking water services and PRI strengthening
• Coordinate and prioritize relevant project activities in cooperation with the partners.

Other Duties/Additional Tasks
• Prepare and undertake further job training related to the position and duties as required by the Principal Advisor
• Participate at GTZ country meetings and other GTZ-organized meetings PRI related workshops as required

MUST HAVE
• More than eight years of professional working experience and progressive management functions in HR development/Organizational Development of training systems
• Good understanding of Community Development approaches and practices in the Indian public sector
• Good understanding of international approaches and debates about Capacity Development and the application of such approaches to the Indian context
• Good understanding of private sector potentials for capacity development initiatives of the public sector
• Skilled in networking and communicating with multiple stakeholders

PREFERABLE

• Excellent inter-personal communication skills
• Proven ability to work effectively in a multi-disciplinary team

This position reports to the Principal Adviser.
LOCATION: Shimla, Himachal Pradesh
PERIOD OF CONTRACT: Up-to 24 months
