INTERMÓN OXFAM is recruiting a Programme Officer in our office in Mumbai (India), for the International Cooperation Department.

BACKGROUND

INTERMÓN OXFAM has been engaged in development cooperation activities in India since 1996. We collaborate with over 30 local counterparts on development programmes/projects, emergency response and fair trade.

The programmes / projects in which INTERMÓN OXFAM is involved are aimed at (or can be categorized as):
• Right to a sustainable livelihood: We promote programmes / projects to ensure economic self-reliance of poor people, using approrpriate strategies depending on their contextual realties.
• Right to primary services (health and education): We support appropriate actions to ensure that all people have adequate access to good quality primary health and education services.
• Right to life and security: We respond to emergency / humanitarian crisis situations with appropriate aid for relief and rehabilitation to help the victims of disasters to rebuild their lives.
• Right to be heard: We promote campaigns and actions for social and political citizenship by denouncing inequality and discrimination, advocating the rights of marginalized groups and promoting the establishment of civil society groups.
• Right to identity (gender equality and cultural diversity): We promote respect for different identities, equal rights and the full social participation of groups that are marginalized due to their
gender or ethnic origin.
• Obligation to promote solidarity: We undertake awareness and mobilization campaigns to communicate the values of solidarity and global citizenship.

JOB DESCRIPTION

Reporting to the Country Manager, the selected person would be responsible for supervising and assisting the local counterparts / partners in the formulation, implementation, assessment and follow-up of projects managed by the Country Office in India, in the context of the strategic priorities defined in the Country Programme and planning corresponding to the established standards and procedures, to ensure compliance with the requirements of the various co-funding bodies and
Intermón Oxfam's Programmatic Plan of Action in India.

Key responsibilities would be:

• Supervise and monitor the drawing up, execution and assessment of projects by partner organisations
• Analyse the technical and financial viability of project proposals
• Monitor the work of partner organisations throughout the project cycle (planning, execution, measuring, evaluation and learning)
• Review the narrative, financial and assessment reports of partner organisations
• Participate in the process of the country programme strategic planning
• Propose, implement and assess the developmental processes and the training of partner organisations, especially in technical and managerial aspects of work
• Draw up plans for audits and evaluations and monitor the processes
• Participate in the meetings of the Country Office and programmes

REQUIRED PROFILE

• Indian or foreigner deep-rooted in the country

• University degree, preferably in social sciences, economics or similar disciplines
• Two years experience in a similar job
• Experience and knowledge of formulation, monitoring and evaluation of cooperation projects and programmes
• Knowledge of the socio-economic and political context of the country
• Knowledge and skills in financial analysis and management
• Planning, management and organisation skills
• Results orientation
• Communication and people's skills – ability to manage and work in a multi-disciplinary and multi-cultural team
• Should be fluent in English, and have good working knowledge of Marathi and Hindi
• Computing skills (should be fluent in MS Office, especially Word and
Excel and electronic communication)
• Motivation for international cooperation, development and fight
against poverty
• Willingness to travel extensively in Maharashtra

WORKING CONDITIONS and OTHER DETAILS

Contract duration: One year contract with a probation period of 3 months, extendable

Working hours: 40 hours a week, 5 days a week (should be available to work on week-ends in case of field trips or emergencies - recoverable)

Salary: According to the Intermón Oxfam's salary policy for India

Social benefits: International life and accident insurance, medical insurance (local), social security allowance (12% of the basic salary), and child allowance (up to maximum 4 children below 18 years
of age)

Holidays: According to the working calendar of Intermón Oxfam, adapted to country context
