Introduction
National AIDS Control Program-III (NACP-III) has an ambitious set of targets for scaling up operations in all of its key implementation areas. In light of the ambitious targets set by NACP III, a National Technical Support Unit (NTSU) is proposed to be set up in NACO (National AIDS Control Organization) to provide Technical and Managerial support to roll out NACP III in several program areas. The aim of the Technical Support Unit would be to assist in quick roll out and build the in house capacity of NACO to deliver the functions required to scale up NACP III. Key Roles and ResponsibilitiesWorking closely with and under direct supervision of Additional Secretary & Director General, NACO, the Team Leader will be expected to undertake the overall management of the National Technical Support Unit (NTSU) which would include the following: · Responsible for day to day management of the entire team of NTSU. Develop performance review criteria and assess NTSU performance annually, in consultation with PHFI.· Responsible for monthly submission of performance reports of the NTSU, to facilitate claims and payments.· Handle any issues that may arise in the area of Personnel/HR with regards to the NTSU and their donor agency – Public Health Foundation of India.· Provide overall Program Management Support to Additional Secretary & Director General, NACO The team leader could also bear additional responsibilities in areas listed below:Ø Ensure contracting/re-contracting of NGOsØ Ensure implementation of annual Targeted Intervention(TI) evaluationsØ Provide technical support for trainings for Targeted Interventions(TIs) and State Training Resource Centres (STRCs)Ø Assist State TSUs as required Ø Make frequent field visits to assist States with scaling up TIs and to ensure quality of InterventionsØ Lead and oversee State and National level policy and advocacy related to TIs Ø Ensure documentation of best practices and dissemination of leanings. Ø Ensure formation of National Network for Targeted Intervention of Truckers(NNTIT)Ø Ensure State by State rollout of State level consortia and interventionsØ Ensure completion of National Truckers MappingØ Ensure rollout of current Opioid Substitution Therapy (OST) schemeØ Develop systems and monitoring mechanisms for expanded OST schemes under NACP IIIØ Make frequent field visits to assist States with scaling-up of OST Interventions and to ensure quality of InterventionsØ Oversee training and capacity building of CBOs (Community Based Organizations) to implement CBO-led TIs.Ø Assist STRCs with development of CBO pedagogy.Ø Link up with existing learning sites (e.g., Mysore, Rajamundry, Sonagachi) to develop additional learning sites in critical states. Qualifications
- Masters in Business Administration or any other discipline relevant to the position.
- 9 plus years of experience in Business Consulting or Managing a Profit Centre - with exposure in providing strategic guidance in project management, human resources management, financial management & budgeting, quality assurance, monitoring & impact measurement.
- The incumbent should have strong relationship management skills; h/she will have to manage multiple stakeholders (Government, Private Sector, NGO’s, Donor).
- Leadership & Team Management Skills (with the ability to manage & motivate a highly dynamic senior management team)
- Mature individual. Ability to manage ambiguity in an evolving set up.
