The failure can be ascribed to the inability of markets to respond to certain demands in the absence of facilitative infrastructure and to the under performance of many public systems. But at the same time, India’s poor are engaged in a lot of productive activity. Investing in these livelihoods has a strong potential for social and economic impact. This calls for a dynamic institutional build-up, which bridges the gap between the poor (as both producers and consumers) and the market. The process of wealth creation is severely constrained in the absence of a complimentary social (like health and education) and physical (like electricity, water and roads) infrastructure.
